The websites of two adoption agencies (FTIA and Children’s Hope International) report the receipt of Chinese adoption referrals on November 17 and 18 for DTCs in February and March 2003 (see adoption page for the links to the two agencies).
People on the Chinese adoption bulletin boards are reporting the arrival of referrals for people with DTCs in February and March 2003 (translation: a referral is an official notice from China of a child match (with child information), DTC is the date an official application for adoption was submitted to China).
