Before our dossier (the China adoption application packet) is sent to China, most of the documents in the dossier need to be notarized (already taken care of by us at the local UPS store), certified by the California Secretary of State’s Office, and then authenticated by the local Chinese Consulate in San Francisco. Our agency deals with the certification and authentication processes. We were told by our agency yesterday that all of the dossier documents that need to be certified have been certified at the Secretary of State’s Office. The documents are going to the Chinese Consulate next week to be authenticated. After authentication, the dossier can immediately be sent to China.
