Our dossier (formal application to the Chinese government to adopt a child) was mailed by our agency to China today.

Before our dossier (the China adoption application packet) is sent to China, most of the documents in the dossier need to be notarized (already taken care of by us at the local UPS store), certified by the California Secretary of State’s Office, and then authenticated by the local Chinese Consulate in San Francisco. Our agency deals with the certification and authentication processes. We were told by our agency yesterday that all of the dossier documents that need to be certified have been certified at the Secretary of State’s Office. The documents are going to the Chinese Consulate next week to be authenticated. After authentication, the dossier can immediately be sent to China.

My official guess as to when adoption #2 will occur:
Dossier logged in as received in China will probably occur sometime in late July. Referral: February 27 (Monday). Adoption Date: April 3 (Monday, which would be the date of the official meeting with the Chinese government officials, however I’m guessing that the actual first meeting with Megan will occur on Sunday, April 2, which coincidently is my birthday). This mostly is based on wild guessing and partly based on the trend of how fast adoption matches are being made by the Chinese government. By looking at the trend, I think I can safely guess that the referral will probably come in sometime in late February/early March and travel will occur sometime in late March/early April. The wild guessing is in regards to me coming up with exact dates.

In the mail today, we received our I-171H (Notice of Favorable Determination Concerning Application For Advance Processing Orphan Petition) from the US Citizenship and Immigation Services. It was dated just three business days after we went in for our FBI fingerprinting. So, we officially have the U.S. government’s okay to adopt from China. The notice states our application has been forwarded to the U.S. Consulate in Guangzhou, China.

One adoption agency verifies that they received Chinese adoption referrals on June 24 for dossiers logged in at China from November 23 – December 13, 2004.

People are reporting on the Internet that they are receiving their Chinese adoption referrals today. Appears to be for dossiers with log in dates (LID) of the last half of November and part of December 2004.
